New City Council grants · Purchases from 1 December
Barcelona will help you pay for your e-bike. We help you choose it, give you a full invoice and look after it in our workshop.
Free, with no obligation. We will call or email you from 1 December.

In short: Barcelona City Council will give a subsidy of up to €400 for a pedal-assist urban e-bike and up to €800 for an electric cargo bike, capped at 40% of the price excluding VAT. Purchases from 1 December 2026 will be eligible once the rules are approved, and the first call for applications will open in 2027. People registered as residents in Barcelona and companies with their registered office in the city can apply. The grant is not guaranteed: the budget is limited (€4 million for 2027–2030) and the rules may add income criteria. As of 15 October 2026, applications are not open yet.

Why ENGWE Spain
The grant will come from the City Council. Getting it right also depends on where you buy: a correct invoice, a compliant bike and someone nearby for servicing.
At our store on Carrer del Parlament 13 (Sant Antoni) you can see the bikes, try them and get advice in person. Afterwards, our workshop takes care of servicing and repairs.
A full invoice in your name from Electric Mobile S.L., with VAT itemized and with whatever details the grant rules require. (On request, we put every detail on the invoice: NIF or NIE, address, model and serial number.)
The candidate bikes are pedal-assist, with a 250 W motor and assistance up to 25 km/h: the European limit for pedal-assist e-bikes. For Spain’s DGT they are bicycles, with no number plate or license. And they fit the categories announced by the City Council: pedal-assist urban and cargo.
We help you gather the bike documentation and let you know when applications open, so you can apply with everything ready.

* Estimate using the announced formula (40% of the price excl. VAT, up to €400 for urban bikes and €800 for cargo bikes) on today’s price, which may change. The grant is not guaranteed: it depends on the rules, on you meeting the requirements and on available budget. As announced, you apply to the City Council after the purchase; it is not an in-store discount.

For the weekly shop, work equipment or anything you need to move around Barcelona without a car. If the City Council classifies it as a cargo bike, it could qualify for the higher grant.

Smart value
The grant is capped: €400 for urban bikes and €800 for cargo bikes. On a very expensive bike it covers little; on a well-priced bike it covers much more.
ENGWE bikes combine sensible prices with full equipment: torque sensors and hydraulic brakes on most models and removable batteries, plus warranty and workshop service in Spain.
With an ENGWE, the grant can cover about a third of the price. On a €3,000 bike, just 13%.
| Bike | Price incl. VAT | Estimated grant | Covers |
|---|---|---|---|
| ENGWE P275 SE | €999 | €330 | |
| ENGWE ZIP | €1,099 | €363 | |
| ENGWE O20 Boost | €1,199 | €396 | |
| ENGWE N1 Air | €1,449 | €400 | |

Questions
Up to €400 for a pedal-assist urban e-bike and up to €800 for an electric cargo bike. In both cases the grant cannot exceed 40% of the bike’s cost excluding VAT.
The 40% applies to the price excluding VAT. Example: a €999 bike (VAT included) costs €825.62 before VAT, and 40% of that is €330.25.
To reach the €400 maximum for an urban bike, the VAT-inclusive price must be about €1,210 or more. For the €800 cargo maximum, about €2,420 or more.
According to the City Council, people registered as residents (empadronados) in Barcelona and companies with their registered office in the city. If you are registered in another municipality, such as L’Hospitalet or Badalona, this grant does not apply to you: check your own town hall.
The City Council says the grants aim to make sustainable mobility accessible to people with fewer resources, so the rules may include income or priority criteria. The budget is limited (€4 million for 2027–2030): the grant is not guaranteed.
According to the announcement, purchases made from 1 December 2026 will be eligible once the rules governing the grant are approved. The first call for applications will be published during 2027; most likely, that is when you apply with your invoice. The City Council plans to allocate €4 million between 2027 and 2030.
Here is what can be expected from the official announcement; the rules will set out each step:
Not yet. As of 15 October 2026, the City Council has not published the rules or opened the call for applications. We will update this page as soon as it does.
Possibly not. Some sellers of ENGWE bikes on marketplaces and online stores take payment from outside the EU (for example, from Hong Kong) and do not issue a Spanish invoice in your name with VAT itemized. Without a full invoice in your name, you could have trouble justifying the purchase to the City Council.
Before you pay, check who the seller is (company name and tax ID) and what invoice you will get. At ENGWE Spain the invoice is issued by Electric Mobile S.L. (tax ID B10893584), a Spanish company, and you have a store and workshop in Barcelona.
It depends on the model and the rules. With the announced formula, a €999 urban bike would receive about €330 and cost you about €669; a €1,449 bike would get the full €400 and cost about €1,049. As announced, you apply for the grant after the purchase, once the call opens.
Not if you want the grant: according to the announcement, only purchases from 1 December 2026 will be eligible. Pay and get the invoice on or after that date.
If you buy before the rules are published, you will do so without knowing every final requirement; we will tell you clearly what is known at that point. Leave your details and we will contact you from 1 December.
The City Council has announced two categories: pedal-assist urban bikes and cargo bikes. Detailed requirements, such as a possible maximum price, the model documents, buying from a participating store or keeping the bike for a minimum period, will come with the official rules.
The sensible choice is a pedal-assist bike with a 250 W motor and assistance that cuts out at 25 km/h, as EU rules set for pedal-assist bikes (EN 15194 standard). Other schemes, such as the Madrid Region’s Plan Mueve, have set price caps or excluded certain types of bike.
As urban bikes: O20 Boost, ZIP, P275 SE, N1 Air and N1 Pro. As a cargo bike: LE20. This is a preliminary selection based on the announcement; once the rules are published we will review it and may extend or adjust it.
It is designed to carry loads, with a 200 kg maximum load, which is why we propose it for the up-to-€800 category. The final classification depends on the rules: if it were treated as an urban bike, it could qualify for up to €400; if it fits neither category, it would not qualify.
The version we sell (International) has a 250 W rear-hub motor and assistance limited to 25 km/h.
The official list will come with the rules. Most likely: a full invoice in your name with VAT itemized, proof of payment, Barcelona residence registration (or the company’s registered office) and the model details and serial number. We provide the invoice and help you with the bike’s documentation.
Pay by card, bank transfer or financing and keep the receipt: grants commonly require a traceable payment.
It is issued by Electric Mobile S.L., a Spanish company with tax ID B10893584, with VAT itemized. It includes your details (name, NIF or NIE and address), the model and the price. On request, we add any details the rules require, such as the frame serial number.
The announcement does not say; the rules will. As a general rule, combined public grants cannot exceed the cost of what is subsidized (art. 19.3 of Spain’s General Subsidies Act 38/2003).
The announcement does not say. In other schemes, participating stores handle the grant or deduct it at purchase; in Barcelona the rules will specify. If it is required, we will tell you and apply to take part.
No. It is a request for information: we contact you from 1 December and you decide. We do not ask for any payment or deposit. This form is not the grant application either: you apply to the City Council when the call opens.
Yes. At our Barcelona store, Carrer del Parlament 13 (08015), Monday to Friday from 9:00 to 18:00, you can see and try them with expert advice. Phone: +34 936 940 449.
We will review this page and the model list as soon as the rules are published. If they are out when you buy, we will tell you beforehand whether your model fits; if not, we will explain what is known and what is still pending, and you decide.
Shall we help you choose your ENGWE? Leave your details and we will contact you from 1 December.
